Water issues

my water is turning green. Ammonia levels were alittle high, due to a lack of bacteria in the R/O water, so I added the proper amount so that it cycles completely, but the water is green and I can barely see my pbass. Do you guys think I should empty the entire tank, refill it and add live bacteria or will it clear up on its own?
 
Do you have lights on the tank? reduce the hours or keep them off if you can and do water channges. If the tank is near a window, pull the shades down or cover the tank. Water changes and less light should do the trick.
 
Less light. How long do you keep the lights on? And is the tank in direct sun light?
 
lights on about 7 hours per day. I did a 65% water change, and within 2 days it turned green again. Water was tested, ammonia was at 3.0 ppm, fish are all fine, and eating freeze dried krill, all 8 of them. Ever since I started feeding the krill is when this seemed to happen. I was told by my LFS that the water isn't cycling correctly because the nitrates are high, even after water changes, and there not converting to nitrites which is causing the ammonia levels to rise. I dont understand water chemistry, but I was told to add live bacteria which will help the cycle, to give it about 2 weeks, and ignore any test because I'm going to get false readings.
