water level goes to top of overflow box teeth

its almost not using the teeth at all...tank has been running for 3 days. THere is a little air bubble at the top of both U tubes that I can not get out. Could this be the problem?
 
maybe you should drop the tank water if its a problem. but i dont see it as major problem. as for the bubble, does it affect the flow rate in any way, if not, you should be fine.

Your pump is supplying at a rate that balances out at that level.

Solution: Throttle back the output to the DT a bit until the level is at a comfortable height for you.

Else find a way to increase flow back to the sump using smarter plumbing or more drains.
 
I've also been going through plumbing issues lately on a new set up. What are the other factors in your tank? Overflow box size (gph), number of overflow boxes, drain tubing size (hard PVC or flexi-hose), any turns or 90's, any slow downs or flow hinderances in the sump, etc??

your pump output is raising the water level in your tank. it's near the capacity of your overflow.
 
As stated above

Either a ball-valve on the return for tweaking to your liking or wider/more intake pipes
