if your tank is filled about halfway or just over that will the filter be using more power to suck up the water or is the power usage constant as the flow is also constant????

once the water is below the filter intake it wont suck water, so it is always sucking at the same rate, either full or zero. I think so at least....

Ironically the pumps use the most power in a 0 head "full flow" situation, as the flow is restricted the pump actually draws less power (though the difference is fairly small)

In short yes there's a difference, it's the opposite of what you would think, and it's small enough to not worry about.
