Water output slower than before...normal?

I recently filled my 2217 with seachem matrix, the ehfimech, and the coarse filter pad like it's supposed to be, thinking my bio would go up and all will be well. However, before I got all the good stuff for it I had bioballs in there (fail I know) and just some cut to form filter padding and quilt batting for finer debris (still have some of the quilt batter after the coarse pad and before the seachem, and after the seachem as well). Does it sound normal to notice a decrease in the output after setting up my canister like it should be and not just rigging it with all the cheap stuff I had?
 
Yes. It's actually better too, as it means now the water is getting more into contact with your media and your BB will increase.
 
Your filter is likely beginning to accumulate debris and thus the flow is slowing down. The media that is most likely contributing to this is the fine padding. To increase your flow, either clean it, or get rid of it altogether (obviously this will decrease the mechanical filtration).

After less than a week?
 
If the filter pad you have is very fine, you could in fact see a good amount of output reduction as it clogs.
