Water parameters - I need help, please.

I just got my test kit in the mail and have tested the water in my 55gallon tank. The results were not want I had hoped for.

PH - 8.2
Ammonia 0 - 0.25ppm
NITRITES - 5 ppm
NITRATES ~30ppm

I did a 50% water change a few days ago and I'm going to do another smaller water change tonight. I need suggestions on how to bring down my nitrates/nitrites. The tank is a month old. I was thinking of doing frequent water changes (30-50%) every few days until I get it under control.
 
The tank is not fully cycled yet. use seachem stability to help complete the cycle. Do you have fish in the tank?
 
a quick test on my tap water reveals that it is at a ph of about 7.8 and sort of high in ammonia as well. I think that if I stay proactive with water changes for a little bit I can keep this problem under control.

ammonia looked like 0-0.25 ppm but after letting it settle for a while it shows 0 ppm
 
there are fish in the tank, yes
