I have a water pump that the outer casing of the power cable has split, exposing the inner power wires.

Assuming this is for the bin now? In terms of safety for me and the fish?

I use it once a week for water changes.

Is the area where the casing split near the portion where it goes in the water? If there is no danger of that part of the cable getting wet I would wrap well with electrical tape to prevent the split from growing.
That is what I would do. Since you are asking this question, you obviously are uncertain. You should throw it out and get a new one to play it safe. I am sure that is what the manufacturer suggests.

Yeah, I'm really uncertain to be honest.

It was a reasonable price at £34.99 but I'd rather not shell out that again if I don't have too!

The area where the casing is split is right near the actual pump, so it will always be in the water when in use. So, unfortunately electrical tape isn't an option. It's what I'd do if it was out the water for sure.
