So the water i'm changing into my tanks i'm leaving in a garbage can (never used previously) for a day or 2 then changing the water. At the top of it is like white/clear spots...

Just residue from something. I've gone back and forth from water changing to cooking some greasy food, and some grease got on my hands and in the tank and did the same thing.
Are you planning on putting that water back in the tank? If so just put a paper towel inside of your net and scoop it out.
