watts/gal vs. watts/sq. inch?

A lot of time I'll see watts/gal listed as a minimum or recommended amount of light for plants...

Shouldn't it really be watts/sq inch, with maybe a depth consideration?

I'm asking because I'd like to have one spot in my cichlid tank with plants, but it is almost 40 gallons and my current lighting set up is only 18 watts... Fish look nice, no algae growing, etc. But there is one part where the light is close enough to the rock work that the light appears to be brighter/more intense than my 2 planted 10s wtih 2 10w CF bulbs in them....
