Way to Intentionally Stunt Growth

A classmate from a few years ago just contacted me about a project she wants to do for one of her classes. He was assigned to do a project in 'Intentionally altering the physical appearance of a living animal by altering its environment or diet. She wants to try to intentionally stunt the growth of channel catfish. She has three 40 breeders and three 4" channel catfish. All three tanks are set-up with the same gravel, decor, filter, lights...etc.

she cannot starve or harm the fish in ant way.

What can she do to the 2 test fish to sunt them? she has 3 months for her test.

nothing.
Only way to do it is either not feed, or have filthy water.
Both of which harm the fish.
Tank size and etc doesn't matter much in growth.

We are not here to harm animals, stunting the growth of any animal on purpose would be doing this.

Only way I could think of to come even close to this would be to breed the trait into the family line, which would take generations to do and again raises many other issues...
