Weather loach with bloody tail

Hi there, first post so apoliges if this is the wrong area. Our weather loach has been off his food for about a week and his tail fin has some bubbles/blisters. We gave him 1 weeks of pimafix and 1 week of melafix but no luck. He now spends most his time on top of this filter, mostly out of the water. I noticed that his tail fin is looking worse, there is blood on it and its looking very ragged. When he swims up to the surface I see some red marks on his undercarriage. Here's a picture of his tail (attached) any thoughts or suggestions would be greatly appreciated.

The tank:

64l Fish Pod
pH 8.0
Ammonia 0.0
Nitrite: 0
Nitrate: 60ppm (a bit high due to our bad water supply)
Temp: ~18-20°C

The only other fish is one other loach who is in good health

Lower your nitrates, obviously if you have a local water issue this might not be your fault; but ultimately its where your problems are likely to be rising from.
