weird discus behavior

hi, so my discus are acting weird.

the tank has good test parameters and I just did a 30% water change this morning.

so one of my discus (3 in long) is swimming with it's mouth pointed to the top of the tank. it then lets the little discus (1.5 in long) 'clean' it. or at least that is what it looks like.

is this normal?

Not normal at all, something is wrong with the fish. The smaller fish 'cleanings' it is basically picking at the weaker fish. Post pictures if you can.
