Weird Electrical grounding problem

My house is wired for 220 volts
My metal stand is cemented to the ground
I have an extenstion cord with switches for each outlet.
I connected a multimeter Negative to water, positive to stand. 0 reading on AC
I plug 1 submersible pump to the extension cord, I get 10volts
I plug 2 submersible pumps to the extension cord, i get 20 volts
add 2 small wavemakers and I get around 30 volts

I turn on 1 pump and voltage is reduced by 10 volts
I turn on 2 pumps and voltage is reduced by 20 volts
I turn on 2 wavemakers and voltage is reduced by 30 volts and back to 0 volts reading on the multimeter

so what is going on here???
