Weird plumbing on a tank

so im trying to find a 180 gallon and i saw this one on craigslist but it seems to be two random bulkhead type things in the middle oof the tank im not sure what they are i have never seen it before so thats why i am asking. here is a picture.

could it be the original owner had the water drain directly through those pipes on the bottom of his tank... since it wouldn't be the first time i've seen this done before...

Most likely it was for a closed loop system at one time.

You could easily
1. Plug the bulkheads and not use them
2. Weld on a piece of acylic to permanently seal it
3. Plumb a canister filter to it
