Weird stuff on new baby tiger oscar.

Just got him yesterday(tiger one). And he was fine and beautiful in the lfs but today i woke up and he has those strange white things. Could it be fungus or ich? Here is a link to short video of him

Is he being picked on by those other fish? He's very beat up and it looks like he either scraped against something while running away or an attack from another fish. You need to separate him and treat him ASAP before the other fish pick him off.
