If you mean air bubbles in the tank to provide O2 to your fish, the answer is no you wouldn't need powerheads in the tank.

You will have enough surface agitation caused by the W/D (really good because bacteria get access to a lot of O2) to suffice your fishes needs.

Having a 300 or 400g sump (heavy duty plastic from somewhere?) would be very beneficial to water quality. You could have massive W/D, emersed and submersed veggie filters, increased water volume (dilution of pollutants) and all sorts of fun stuff.
