Wet vs Dry portion

I just finished building a wet/dry filter for one of my tanks i stocked it with fluval biomax, pot scrubbies, bio-balls, and some vinyl inter-locking floor tiles on the bottom and top sort of like drip plates (they look more like black rubber than vinyl but it says they are vinyl, anyway what portion of the filter should be wet (submerged) vs the dry portion?
 
I'd say whichever ones have the most surface area. Probably the scrubbies.
 
1/3 wet and 2/3 dry. Thats aslong as you have a drip plate that evenly distributes the water over the media. If not then all wet.----------------------------The bacteria will not grow if there is not water.
 
I'm pulling the water out of the tank with an AC110 powerhead which does 900gph and the the media in the wet/dry filter is barely 1/4 submerged is this ok ?
