This might be a good opportunity to keep small community fish for a change. What do you think? There are plenty of monster fish that just won't fit in that size of tank. Maybe Jordanella floridae along with some Hara hara. The former can be aggressive so they won't mix well with most community fish. Danios make nice surface dwelling additions.

No, you really can't keep 2 in that size of tank. They prefer plenty of space and are best kept in a group. Keeping a pair raises the possibility of one discus being bullied constantly by another unless what you mean is a bona fide pair which can be very expensive. This can lead to several issues such as stunting because it is unable to get its fair share of food.

Texas and severums should be in at least 4-ft minimum tank length. Cons aren't bad but you'll need to plan carefully how best to act if one is being bullied constantly, let alone their habit to spawn eagerly. I have kept jewels but never bred them so I can't really comment there much other than the fact they're also belligerent.
