pics would help to see if it is two male or male and female...

Has it gotten violent at all?

If they are just displaying for each other and shaking, it could be pre-spawning behavior. It sounds like one is trying to impress the other. Sometimes fish will spread their fins and tail-slap each other, which could be pre-spawning behavior or establishing dominance. My severums and discus do this when fighting over food or territory, for instance.

If it's non-violent, I wouldn't worry about it. If the submissive fish is retreating because it's being attacked, you may have to separate them if it gets worse. I know that my male Krobia is very pushy and aggressive with the female when he's in a breeding mood, and occasionally she has to retreat to a flowerpot or piece of driftwood to catch a break from him. So sometimes even though it's a breeding behavior, it can still get a little pushy.
