What are these bubbles and how did they form in my tank?

Today, when I changed the water 60%, I saw that the tank became full of these small tiny bubbles. I don’t know how do they form.

Did I do anything to cause this? Are these bubbles harmful either for plants or fishes?
 
Looks like some air got caught and is escaping. Also my plants will get covered in bubbles sometimes after a water change. Nothing dangerous about that.
 
I have noticed that if a plant gets broken, such as could happen during a water change, bubbles will stream from the damaged part.

Is your tap water (from the cold line) much colder than the air?
Water in pipes holds trapped gases, that are released when exiting pipes and put in the tank.
And the colder the water, it can be super saturated with those gases, these gases are usually released as small, even tiny micro bubbles'
An experiment to see if that's whats happening in your area, would be to fill a glass with cold tap water.
If it appears foggy, but clears from the bottom up, these are trapped gases being released as microbubbles.
When I lived in WI (where tap water can be very cold) this was a common occurrence most of the year.
 
I live in the Pacific Northwest. My city gets all of its water from wells drilled into limestone aquifers. Every water change I did, I got these same bubbles. In a few hours, they would slowly rise to the surface. I never had any issues with this hurting fish or plants.
