What are these? Puffer Fish

SOMEONE HELP!! :confused: ... Ive already treated with Ich guard thinking thats what it may be, still adding garlic to the food, did a water change, yesterday did a formalin dip for 30min, nothing is improving, nothing is getting worse, no fish is infected with whatever it is. Brought the pic to the LFS and they said doesnt look like ich but doesnt know what it is either. But Puffer is very very itchy, scratches alot! I also treated tank water with Melafix because Trigger had bites all over him (finally found trigger a new home)

....I am sure the puffer is very stressed and tired of all these treatments, im trying to figure it out the best I can. Luckily puffer still eats good and is swimming around. But im out of options on what to do???:nilly:

I am no professional but do a google search on fish lice and see what you think. If I was to guess thats what I would say.

Well I looked this up and it said shades of green and brown, couldnt find any lice white in color on the fish. I dont know??
 
Update: I have stopped all treatments, did water changes, all water test fine. Puffer still every other day or so shows these white bumps, they come and go, again no other fish infected. Im concluded this must have stress related, by this time if it was ich the tank, other fish or puffer would be showing signs.
 
All Puffers are wild caught, correct? It sure does look like something. I'd most certainly use something with Praziquantel in it. It's super safe and covers a LOT of the most common parasites. You can get the PraziPro liquid from DrFosterssmith.com (and many others) or you can go to PetsMart or Petco and get General Cure or Jungle Tabs Parasite Clear. They've all got Praziquantel in them.
Just a suggestion but always a good idea with wild caught fish.
Gorgeous Puffer, by the way. If I EVER did saltwater that'd be the one and only kind of fish I got. I love em'.
