How large of a tank would they require since they are labeled as tea cups and Ina 75 with a Goliath tiger fish at my lfs

Your looking at a minimum of a 72"x30" tank footprint, around 300G, to keep 1 or 2 of those for life. Retics stay relatively small compared to other rays, around 12-14" when fully grown.
