What breed is this stingray?

Went to a LFS today and saw this little guy. I asked the owner about him and he told me that he was from the waters of Brazil. I also saw that he was in freshwater, and I read on these forums that freshwater rays are illegal in Florida expect for Atlantic ones. Poor guy looked starved, which I know LFS normally do that to their fish. They had him in such a little box, made me feel really bad for him.

thats a reticulated stingray, aka retic aka teacup. need to do alot of research if you want to buy him mate, strict water changes large tank will grow to a 14 inch disc and 30 inch with tail...
 
Yeah, I've been researching rays on this website for weeks now. Was wanting to get an arowana but these guys perked my interest. Just was wondering what breed this guy was. Was just surprised that this fw Ray was in a Florida LFS when I thought all fw Rays were illegal here except for the Atlantic one.
 
By the looks of all the indents on its forehead and the hips sticking out I would venture to say it wont live much longer. Extremely emaciated and stressed.
There are some people/businesses that have permits, but not many.

Is there anyway to save him if I were to purchase him and try to nurse him back up? Kind of feel bad for the little guy.
 
Just the stress of moving could hurry the process or better conditions could help. Really depends on if he were to eat right away. Retics are notorious for being mistreated during capture and export because they arent a high end ray.
So usually they are starving, sickly and in poor conditions. Therefore they are hard to get eating. Whether you want to take the risk is your decision, but if you do I would have blackworms and ghost shrimp on hand before you even brought him home so he has food there waiting. I would have the owner of lfs feed him in your view to see how he reacts and if he feeds.

I understand your desire to give it a better environment but you also must be willing to provide those conditions and willing to except the loss if he doesnt make it.
