What determines min tank size for fish?

I've always wondered what min tank sized is based on. Is it based on how much personal space(territory) the fish has in a wild environment, or is it just how small the box of water can go to before the fish can't move?

And who determines this?

i think its based on how much space tell the fish can reasonably move around, i usually like to scale it to my room vs my size.
 
min size varies on a lot of things, including what kind of fish you are talking about. a 3" cichlid needs more space than a 3" betta, and fast-swimming fish need more room than slow-swimmers, ect.

a basic goal I set for my SA/CA cichlids is that fish have ample room to swim from side-to-side, and to turn around . . . so in my tanks, I keep tanksize to about 8x length and 2x width of the fish

so, in my 90G - - which is 48x18 - - the largest fish I would keep should be about 6"
 
To me it is based on the fish's activity level, size, and flexibility. For example, you could put a 30" silver aro in a much smaller tank than a 30" Oxydoras niger cat.
