long story short. i help my friend set up a 45g tank 4 days ago from start i got the water from outside i added Chlorine removable n it had other benefits (always do that step since day 1) n today i went over 2 see hows the tank n found out that he when 2 the pet store n they told him that he couldn't use water from out side bcz it has to much Chlorine n other b.s ..so they told him to buy a bubblier with a air stone n a liquid called( safe start was 7.99) n to use tap water n he would b good like that n in 24 hr he could add fish .....im mad cus everything was set up good ..so now he has no filter in the tank just the bubblier n the air stone
 
Seachem makes a product called "Stability" for preventing what's called "new tank syndrome". Which is basicly the tank cycling causeing fish added on day 1 die. This product however (and I'm sure there's others like it) prevent the ammonia spikes and other spikes caused when setting up a new tank allowing you to add fish on day one as long as you maintain the dose for at least a week. This can also be added at any time as a preventitive, or after water changes, it also helps the growth of beneficial bacteria.

I'm sure your friend was probably fine with your help. Although what the petstore guy suggested isn't wrong either.

I'm not sure why the outside water would have more chlorine but I was wondering where exactly you got it from,hose/faucet hookup?..

I've filled my tanks plenty of times with the hose,that water and the water that comes into the house via sink faucets all come from the same source.
