Not a fan of getting used tanks but this seems like a good deal considering it comes with everything including a fluval fx6. And it's only $500 plus a few hundred for delivery.
It's drilled but plugged. So with it being plugged, I should be able to fill it up like a regular tank? I'm going to put sand at the bottom as substrate.

Seems like a good deal to me. I got my pair of 473 liter tanks for a very similar price each.

Since most of my tanks have been used (I bought my last "new one" in th mid 80s), I consider it a pretty good deal.
I just bought a 180 used with a shoddy stand a couple weeks ago(nothing else included) for $300, then bought a new drill bit, to use a sump .
Over the years I've bought about 20 used tanks, most needed no repair, but a couple did.
If cheap enough, I've even picked up scratched up ones, just to use for sumps.

There are two things here that make me go "Hmmmm...."

First, the ad describes the condition as "fair". Consider how grossly most sellers of used merchandise...any kind of merchandise...tend to exaggerate the condition of their goods, I would ask some more questions. Does it actually hold water? Scratches? What about it makes him call it "fair" rather than "good". Maybe he is just being conservative, and it's a great tank...but ask.

Second, the ad mentions it is drilled. I assume that means it's drilled for overflow at the bottom of that rear-central overflow tower. If it was plugged from the inside, and if you then decide you want to use it with a sump or to otherwise utilize the overflow, then cutting that plug loose will be a difficult task; you will be reaching way down to the bottom of that overflow column with a razor knife trying to cut out the silicone holding the plug in place. Ask how the plug was installed if you think you might want to remove it someday. And if you are sure you won't need to use the overflow, then you are likely going to want to cut out and remove the walls of that overflow column, so consider that as well.
