Ive been curious...
How does it work, purpose, ext, ext.

it's like an normal filter only bigger , and it works with that the water overflows at the tank goes trough al the media and a pump returns the water to the tak filterd

you can fit your heater , most of the time more filtration then an canister , you can add stuf , you can build one yourself , i think it's better filtraion /to money .

and it does not overflow ( if build ok ) the water level wil drop below the overflow and stop flowing ( the sump need to be big enough for to take the water untul the water is below the overflow.

any ? ask freely

With the possibility of the sump not overflowing, how is the pump protected once the level of the tank drops below the overflow? Is there something in the pump that will shut it off, or is there some type of float device connected to the pump to switch it off in such cases?

How might I build one???

get an empty tank appropriate size to the tank you want to filter, look up some designs... personalize the design to your needs... take some glass sheets (some people use left over glass aquarium tops) and silicone them in, let it cure fill it up and test it... if it works then congrats! if it doesnt, then try again lol
