What does this mean?

What type of fish is it? Some fish breathe air from the surface. If thats not the case here then you might not have enough airation in your tank and they might not be getting enough oygen.
 
Like a Flowerhorn or Convict or Jag. Usually after I do a water change a few will do it, and others won't. Not enough air? After an hour or so they don't do it, but right after the change a few might. All the other fish in there act normal though.
 
Maybe for some reason the new water is really low in oxygen. As it runs through your filtration, it is agitated and absorbs more, so after a while the fish have enough oxygen and stop gasping at the surface. That's one theory at least.
 
Many water conditioners cause problems with oxygenation, so this could be the issue. Add an airstone, and it should help.
