what eel

Snowflake I would think you could get away with, they like to hide anyways, but your looking at about a 24'' eel in aquaria, the biggest it could get would be around 28''. Another smaller one is the ribbon eel, that is one of my more favorite kinds, but I have looked up info that says they can reach 32'' and can be finicky eaters in captivity. Those are the two kinds that my sw store here carrys that are "smaller".
Ribbon eel of course is the more colorful and cooler one in my opinion.

if you could get your hands on one a melatremus eel would be ideal

but i'd probably sneek into your house and take it in the night, lol, they aren't easy to find

chainlike (E. catenata)
white eyed (Siderea thyrsoidea)
or snowflake would be the best three cantidates
 
you could get a green wolf eel they stay small

That and they get HUGE!! Bigger than a snowflake!
I would go with the snowflake if I were you thats your best bet. Also, they are much cheaper than many of the other sw eels!
