What frog for the aquarium

I'm going with a community tank now and I had wanted to pick up some African Dwarf Frogs. When I went to the LFS I found out they are now illegal in VA. What other small full aquatic frogs would go good in a community tank?
 
A long time ago I had some full aquatic frogs.. it was almost 20 years ago. I cannot for the life of me remember what they were though. One was albino and one had they typical frog green color. The greens floated at the top.
 
Paddle tail newts are a fully aquatic amphibianbut theyre not frogs :p but im pretty sure there is only the one fully aquatic frog

That's what I was told by Petsmart. I remembered them carrying them a couple years back and I went to pick a couple up. They said there was an issue with people releasing them and Salmonella so they are now illegal to sale.
 
Xenopus are also fully aquatic, but highly predatory on fish. No, definitely not a foot long - but big females are about 5 inches. body length.
