what helps grow damaged fins back best?

I picked up a 7" green terror last week. The previous owners Oscar was beating up on it pretty badly so most of the yellow coloring has been nipped off. That said what kinds of tricks or supplements have you guys found would help repair that kind of damage best?
 
I like clean water and salt the best, right at about 1 tablespoon per 5 gallons. I've used Melafix and it does work, but I like salt a little better. If you do use Melafix, be sure to increase surface agitation as it can deplete o2 levels.

Keeping the water clean and stress free goes the furthest IMO

This! Clean water alone can do it and go a long way in the health and appearance of your fish. But water changes combined with the salt is excellent and it's actually not a bad idea to keep some salinity in your water regularly. If I didn't have Clown Loaches I would have it in my tanks.
 
I'd dump the carbon altogether if I were you. It won't pull salt out, but it pretty much pulls everything else out, both good and bad. Lots of discussion about it's effect on large cichlids such as Oscars and possible links to HITH.

It's impact on trace elements is a big topic of discussion around the internet and it's effectiveness is generally short-lived. Pretty expensive way to accomplish what weekly water changes will do better. Just my opinion here of course
