Since We still need the oil they sale they should pay off as much of our national debt as money they have and should no longer be a private company, but controlled by the british or american government.

So, just because a company screws up we should nationalize them? Then who would be in charge? Do you think the government would make them more efficient?
Yeah, not such a great idea. Besides what was mentioned above, it wouldn't even make a dent in our national debt so there's really no point at all.
