so i looking at my tank and i see my seng. like rolling around on the surface of the water. he is like freaking out. he either waddles back and forth or like rolls. then he was just sticking straight up with his tail on the ground

His colour is fine? Breathing is fine? Have you checked things like water temp? My ornate spends time at the surface, but doesn't do any rolling or tail stands....
i once had a weather loach who did that. i dont know why, but sorry to say my loach died soon after. hope your bichir makes it though

Sounds like an internal bacterial infection. You could try the "Mardel" brand meds called "Maracyn" and "Maracyn2"
I'd start with maracyn2, but if you can't get the meds right now as in within the next hour or two, it's probably a lost cause.
What else is in the tank with the bichir? What do you feed it?
