It does depend on your fish type and situational conditions. If there were ONE best filter then thats the only filter all shops would sell. Even when you have decided what is the best TYPE of filter, people may still dis-agree about brands and value.
Why dont you post up your tank size, fish types and budget?
There is no "best" filter It all depends on tank size, type and stock. What size and type tank are you running? What is your current and future stocking plans?
For what you have posted in your signature I would go with a large wet/dry sump or fluval fx5 cannister filter with a couple of AC110 set up for redundancy and added mechanical filtration.
