what is the best kind to get

I do not think there is a species that would be alright in a tank of that size, there are a few that would do fine in something little over 40 gallon such as Wimple Piranha (Catoprion mento), Striolatus Piranha (Serrasalmus striolatus), or maybe a Humeralis Piranha (Serrasalmus humeralis).
 
There are a couple of species that only reach 6-7" that you could keep, you would only be able to keep one in a tank that size, these specie are a bit hard to find and a bit pricey, the Pristobrycon striolatus is sold by riverwonders for $79, and the last wimple's I saw for sale was about $30.
Here are 5 species that might work,
Catoprion mento (6") by IBAMA
Pristobrycon striolatus (6") by IsrealAquarium
Pristobrycon calmoni (6 1/2" by Ostergaard
Serrasalmus eigmanni (7 1/4") by Aquascape
serrasalmus hastatus (6 1/2") by Fink + Machado

I would recommend at least getting a 55 gallon tank for piranhas. If you have the extra cash I would go for the 75 gallon.
 
I have a 7" Serra maculatus in a 30g and although he'll be moving to a bigger tank soon he's been fine in there for a while. Incidentally I can recommend this species as a good first P. They don't grow too large, are good looking and are as aggressive as hell :thumbsup:
 
Go for an irritan. They max out at 6-7" and are aggressive. They have great personality but I suggest a 55g as well. Any piranha would require a 55g but if you buy them small, a serra grows amazingly slow so they would do fine in your tank for a while.
 
S. hastatus grow way too large for a 25 US Gallons tank !!!

And I think the minimal tank size for a piranha is 45 US Gallons... And that's for a S. irritans, S. maculatus, S. spilopleura or S. sanchezi : all other species are too large and active for a 45 US Gallons tank ;)

Have you seen one larger? I have not seen any except in literature but the maximum sizes I have seen them listed at were 15.5 cm (fishbase), 16.3cm. (Fishpost), 16.3cm. (Aquaforum), and 16.25cm, (Stockholm Aquarium). That is just over 6 1/2" long and I think that one would work in a tank 12 1/2" wide by between 24" and 30"long, depending on tank style.
I think one would work, the picture above is approximately life sized.
