What is the BEST schooling fish

Sounds like you are going for something similar to what I have. I have a 150g with several groups of small schooling fish, and a group of cories which actually stick together well on the bottom. Out of all of the fish I have tried, I'd say rummynose are one of the best schooling fish. The cardinals I have stopped schooling after about a week or so once they got settled in. Platties also stay together pretty well, but I think this is more because they have an orgy 24/7 rather than actual schooling behavior.
 
Congo Tetras are a good choice - I have 10 in my 125g and they stay very active. Yo Yo Loaches are a great choice for the bottom.
 
giant danios are very active, and grow to a decent size when you buy them small...i had 2 before i got a bigger tank, and they never left each other...
also my cories seem to always stay within each others sight...
clown loaches, mine tend to hide together, and when they feed they feed near each other...
my buddy had 20 tiger barbs, and they schooled fairly well
 
I'll echo a couple of previous posts. If you want a small schooling tetra then rummynose are it. By far the most schooling mid level fish I have ever kept. I also keep roseline sharks/denison barbs. They are a larger schooling fish. I have 15 in my 6 foot 150 and they are a large school constantly going back and forth.
