The smallest piranha in the Serrasalmus genus is the S. Sanchezi maxing out at very rarely over 7" in the aquarium. The smallest Pygocentrus species would be the red belly at rarely over a foot.

Brandtii, Altuveii, Crompressiceps, Spilos, Macs, are all commonly available fish that would reach no mroe then 10" in most cases.

Catoprion mento aka WIMPLE PIRANHA...These max out at 3-4 inches....

As said, most Serrasalmus will not exceed 10 - 12 inches.
Compressus and Sanchezi being two of the smaller Serrasalmus, and Rhombeus and Manueli being two of the bigger.

Wimples are not true piranha and a bit pricey but they are very cool fish in their own right, They are effective predators who make short work of small sized feeders, and while they tend to be a bit pale when young, they take on a nice yellowish to reddish undertone on their belly as adults, They are small enough that you can keep an adult pair in a 20G. They do need cover and good water conditions though, not a good beginner fish.
