What is this build up?

since yer in socal... my vote is mineral deposites.. i wouldnt stress it too much.. i get it too..
looks like good old limescale to me. when i lived in North Yorkshire my taps were covered in about 2 weeks the water was so hard. my filter outlet pipes have some on. it just makes it harder to pull apart if left on too long.

Same exact thing that's covering my same exact intake and outlet sleeves 
Just build up from hard water. I keep a toothbrush handy and just scrub it off before a water change.
(And if my husband has been really nice all week I don't put the toothbrush onto his bathroom counter for him to use lol)
