The top fin of my flowerhorn has these sacks or balls coming out of them. What is it? How do I get rid of it?

Are you sure it's not a poo ball (clear mucus lining after pooing) that got stuck there?
No its comes out of multiple spikes on the dorsal. Sometimes there is a redish color in it.

Some times its worse than other times. It looks like a clear bubble or balloon growing out of tips of dorsal spikes.

Here you can see where the bubble or ball is gone but the tip of the fin is missing. This is lower on the dorsal where as the other was higher on the spine.

Levels are perfect I rarely check my tanks anymore as they have all been cycled for more than eight years and I do very regular water changes. But if you must know here they are.
