What is this fuzzy white fungus like stuff?

I hope this is in the right section. Forgive me if not and mods please feel free to move it. I have a blood parrot that I rescued about a year and a half ago and she is about 11 years old. Her and her mate had severe hole in the head, and after a filter malfuntion we lost her mate. (not sure on sex either, we just call her Mom.) She goes thru phases where for a few days to a week, she develops these pimple like bumps on her face. She also gets them in the holes in her face. They are white and a little bit fuzzy on top. They heal on their own tho. Can anyone give me any ideas on what this is? And if so, will it be safe for everyone in the tank? The first three pics are of her this morning. The one with her really faded with red dots is the day i rescued her. I don't run carbon in the tank. I keep the tank at 82 F. Water changes weekly, about 50%. PH is about 7.6, Ammonia at 0 ppm. Nitrate about 10-20 ppm. (I have been having a hard time keeping that lower than that.) Nitrites are 0-.25 ppm. She is in a 75 gallon with 4 other parrots, a rescue trophius moori, and a shoal of loaches. I have a ac 110 and another HOB filter I am not sure of the brand. I do keep the water salted too. She is eating as usual and is still really responsive. She has had the black on her since I have had her. I don't expect that to fully go away, tho it has faded quite a bit since i had her. I am stumped.

It only appears on her face as big bumps or inside the craters on her face so i don't think its Ich. Especially since no one else is affected. Thanks for the feedback guys keep it coming.
