What is this guy?

Just spotted him at the lfs and it says hes a leopard puffer but thats not what google says. The ones on google are brightly colored this guy is all monotone i love him, but id like to do some research before i purchase him.

That is one very stressed out Green Spotted Puffer by the looks of things... most likely been kept in F/W for way too long...
