What is this sticking out of my EBJD's neck?

Its connected right between where the gills meet on the bottom. Any idea what it might be? It almost looks like it may be part of one of its gills. The fish hasn't been looking too well for a while, and has a tumor under one of its eyes, so i'm thinking about putting it down. On the plus note, it eats fine and acts normal.
 
It looks like a part of an internal organ on the exterior of the fish. I'd put him down..
 
got him about a month ago, with 3 others. I had him with the tumor under his eye. In the month he has had no growth (other three grew 1/4") and he just doesn't have the healthy glow the others have. the thing under his eye is getting so large, he is starting to look like a bubble eye goldfish.

EBJD do have very slow growth rates, but I think you might have to pull the plug..
 
I think growth depends on the fish, water quality, and diet. for my first EBJD, it went from 1/2" to 4" in only 4 months. hes at a little over 5" now, and its been 6 months.
