I have 10 "shiners" in my tank... yes they are feeders but one has developed a white puffy cloud of something toward its tail... What is this?!?!? Ick???

How to fix???

it sounds to me like a fungus.

Pima + mela combo ought to do the trick and make sure u remove and carbons or biowheels ur using.

Melafiz seems to work decent. Depending on the type of fungus, it may be treatable with a 5 min dip in a salt solution of SG = 1.020 or so. I've seem external freshwater parasites and fungus simply fall right off. Use up to once daily, until it's gone.

White and puffy? sounds like columnaris (a flexibacter), if the M/P mix doesn't work try binox or furanase, both work pretty well on both true fungus and bacterial imitators.
Oddly enough a quick (less than a second) dip in hydrogen peroxide ( same stuff you use for cuts on yourself) also works very well, if you can catch the fish without further injury, and if infection does not involve the head or gills.
