Japanese beetle, cover plants in a net or cheese cloth. You can use beetle traps, just make sure you place the far away from the plants because the traps have a bait that attracts the beetle and you don't want to draw them towards the plants.
 
Looks like Japanese beetles,if so there are traps for them you can purchase.

Anecdote: One summer they were so bad in my mom's garden that I literally had to empty FULL traps (coffee can sized) every day for week, it was straight up biblical...
 
A few years ago we got hit by them really bad so I set up a bug zapper to take care of them and there would literally be a pile 6" acros and 4" high of dead ones in just a day or two.
 
We have them over here too. They hit the bean plants are rasberries hard. I squish as many as I can.
