What is this at the top of my tank? A couple months ago I completely redid my 220. Cleaned it with beach and everything because it killed off everything I had in there. Now there’s this film at the top of the tank

I wouldn’t worry as long as your fish are fine. You can add an air stone, a surface extractor, or take it off with paper towels.
 
As HarleyK said there's no reason to worry as long as the fish are fine. Apologies but I glanced at your about in your profile and it said you are from Florida. Which happens to have hard to very hard water so it's probably hard water deposits(mineral, calcium, etc).
 
It is interesting that when most people think of "bad stuff", they focus on the obvious solids on the substrate. Thinking vacuuming the visible is most important
When in actuality, the often invisible chemical components, waste (scum) that is visible only when it collects on the tank tops or the water surface (air water interface), that is at least as bad, hindering oxygen and other gas exchange, and internally compromising fish health.
One other method of making these contaminants apparent, is with protein skimming.
Although the water is clear in y pond, fractionation reveals how deceptive that is, spewing out chock foam full of harmful substances.
