Looks a little like blue acara x something, but I know there are various Aequidens species that get grouped under the common name "blue acara" the same way all the various saums get the "green terror" common name, so it could just be a blue acara but not the common Aequidens pulcher.
Aequidens sapayensis would be my guess, very similiar to the Blue Acara but with a slightly different overall body colour and headshape, much like the fish you posted.
Deffinately in blue acara group ... with the red in the fins I'd have to say Aequidens coeruleopunctatus ... but without knowing it's or it's ancestor's collection data, might be really hard to say.
