Hard to tell from that pic. You may want to break it up and take multiple pics.

Best Guess is looks like the plumbing for a sump, and under gravel jets maybe. Tank also looks drilled. I would say yes you can run canister filter(s) on it, and utilize the bulk heads.

looks like "pile of pvc" filtration.....

but like mr bear said... chances are its plumbing for a sump and some undergravel jets..

If that's all you are getting, then it is an incomplete mess. The pipes with slits are for a UGF (under gravel filter) or RUGF (reverse under gravel filter). The pipes with the ball valves seem to be unrelated from a multi-tank set up. They could also be risers for power heads (if so, that was one ugly setup) (poorly designed too). The bulkhead fittings indicate the tank was set up for a sump or recirculating system. You can tie in a canister there.

For what it's worth, pay only for the value of the tank. Don't pay for the garbage unless you know it is complete and usable. Right now, it isn't.

On further inspection of the parts, the parts with the ball valves look like they should screw into the bulkhead fittings under the tank. Then the parts with slits plug into the bulkhead fittings from inside the tank (to make up a UGF). The system can only be used as a closed loop system (it is ok as a canister system). It can not be used with a sump.

thanks guys I want to run a can on this I have more pictures attached. btw he wants 500 for the whole set up he told me its ment for a can. what do you guys think?

I'm concerned with this picture. It looks like it has a crack at the center brace. It doesn't show up in the other pictures, so it might just be a reflection. If it is a crack, it can be repaired but it will be ugly. It's in a high stress area so take it into consideration.

he said its an UGF too also I agree VERY ugly
Actually, it gets covered in gravel. Then the gravel becomes home to tons of beneficial bacteria (a very beautiful thing). However, I'd set it up backwards as a RUGF. That way it will keep the gravel cleaner (but you'll have to clean the canister more).
