It is a Tetra but don't know the name .

That may not be right. Im not great with tetra species.

Looks like Hyphessobrycon heliacus.

It is definitely not a cichlid.

That is some sort of astyanax tetra, I'm thinking mexicanus/fasciatus.
I have bimculatus which is call the "two spot astyanax" because of the extra spot by the gills.
Does this fish have a greenish sheen in the light?
Here are pics of bimculatus, which look very similar.

That is a closely related species-thorichthys pasionis.
