Never seen a pleco like this and it maybe a culprit of latching onto fish. Would this be accurate for whatever type this is?

Some kind of twig or whip tail, I’m not too familiar with them to be any more specifics than that.
Looks like a species of whiptail catfish but I’ve never heard of them sucking the slime coat of other fish also what is the other fish in the picture?
Not a Plec but a Whiptail catfish. Probably Rineloricaria and chances are that is a common type like R. Eigenmanni.
Would only eat other fish if they were dead or dying and it was hungry.

It is some sort of whiptail and would only be eating that dead fish as it's a scavenger.
