What kind of silicone and PVC cement do I need?

I'm ready to start putting this CO2 reactor together, and just wondering what kind of PVC cement is recommended to use on it?

Also, I need to plug an opening with some silicone, so which kind is alright for constant water contact and fish safe?

Any input Jose? haha

GE Silicone I for windows and doors is safe for aquariums, though it doesn't explicitly say so on the label anymore due to some business or legal agreement.

I've used regular PVC cement for PVC fittings in my fishtanks, both submerged and not. I haven't had any problems with this, of course allowing for it to cure completely before using it.
