1. Any water should work, just make sure you dechlorinate it
2. Get Marine Salt from your LFS
3. Until you have the correct specific gravity(salinity), determined by the hydrometer (or refractometer if you have the $$$)

Make sure everything is premixed before adding it to an existing tank (the first time around you don't have to worry about that). You should also aerate the buckets for a bit too, I used to stage my buckets and while I was mixing one I had another aerating with an airstone.
